Windows 11 SmartScreen flags LUMIX Tether on first install because Microsoft has not yet whitelisted Panasonic's installer signature. The installer is genuine — here is how to allow it.
Step 1
Right-click installer → Properties → Unblock → OK
Step 2
SmartScreen prompt → More info → Run anyway
Step 3
After install, Windows Update will deliver the WinUSB driver automatically
